Research:
When tracing the children, I found that there are two Frances Hagermans in this area both born in 1823. One married a Mary, ours married a a Julianna - which we know from the land deed in 1864. The 1880 census lists our Frances as Frank H - leading me to a passport application in the name of Frances Henry Hagerman, confirming his date of birth as February 1 1823. The other Frances was born in May of 1823.
