There is no record, that I can find, of Jacob serving in the civil war.  He would have been in his early 40s.

I have been unable to locate Jacob & Lydia in the 1870 census.  There are two other Jacobs in the same area, around the same age, at this time, both in the census: 
Jacob born Dec 11 1821,  son of David & Catherine (Kepner) Sulouff, married Keziah Kiser
Jacob  born July 1823, son of Jacob & Eve (Thomas) Sulouff was married to Mary Catherine Brackbill.  
John, David & Jacob were brothers, making all 3 of these Jacobs grandsons of Johannes Zulauff

I've circled the names of J. Sulouff, & J. Burns, on this map.  Sulouff is to the right of Burns.
From Nelson R. Sulouff - "An 1877 Atlas of Perry, Juniata, & Mifflin Counties of Pa shows a property labelled "J. Suloff" about 300 rods southeast of Cocolamus and about 250 rods east of a property marked "J. Burns" known to be the home of Jacobs father in law John Burns. The property is located on the north side of the road near a sharp S Curve which is a featre of the highway still easily located in 1993. It lies immediately east of a small brook which runs south into a creek which parallels the highway on the south side." The business directory in this same atlas lists Jacob as a shoemaker on 16 acres.
